Jennifer A. Kerber has broad experience in political strategy and policy analysis gained through comprehensive work with Congress and the Administration.  Ms. Kerber brings over 10 years of experience advocating and promoting technology and security policy issues at the federal and state level. She also has extensive experience in state government relations and campaign management.  

In her current position, Ms. Kerber is Senior Director, Homeland Security & Identity Mangement Programs, for the Information Technology Association of America (ITAA).   Ms. Kerber focuses on policy issues surrounding the use of information technology for homeland security and law enforcement applications, with special focus on identity management.  As such, she is deeply engaged in a broad range of policy issues surrounding identity management to include identity authentication, verification, document security, radio frequency identification (RFID), and biometrics.  As part of this effort Ms. Kerber oversees the Associations RFID and ID Management initiatives including activity surrounding pending legislation at the federal and state level.  In her current position, Ms. Kerber handles several other policy issues to include  interoperable communications, health IT, first responder issues, SAFETY Act, privacy, information sharing and border security.  Ms. Kerber is also responsible for ITAA’s annual Identity Management Conference.

Prior to joining ITAA, Ms. Kerber spent several years as a Director in the Federal Marketing and Lobbying practice of the Jefferson Consulting Group (JCG), a small, woman-owned professional services firm in Washington, DC.  As a Director she advocated on behalf of numerous private sector clients before Congress and the Administration on a wide range of issues, including: transportation, information security, privacy, terrorism risk assessment, identity fraud, and technology research and development.  As part of her representation, Ms. Kerber developed and executed comprehensive legislative, appropriations and political strategy work plans for clients. 

Prior to JCG, Ms. Kerber worked in state government relations where she provided Fortune 500 companies with legislative analysis concerning tax, commerce, telecommunications, electricity, and transportation issues.  Before moving to Washington, D.C., Ms. Kerber spent several years in the Texas political environment where she served as a staffer in the Texas Legislature and ran a state political campaign. 

Ms. Kerber earned a Bachelor of Science degree in Political Science with a minor in Journalism from Texas A&M University in College Station, Texas.  She is a Red Cross disaster services volunteer and President-Elect of the National Capital Texas A&M Club.
